Why is my Apple account declining my visa debit card for payment

Anytime I try to put in my details of my debit card .. it’s always showing me your payment method was declined

Payper69,

Start here:

If your payment method is declined, or you have a billing issue with a previous purchase in the iTunes Store

Change or remove your Apple ID payment information
