Large Cursor Arrow

Since installing High Sierra the cursor arrow becomes briefly very large at times. Why? Also when clicking on something in the screen from hot corner lower right, something else pops up in front of it. Why?

iMac, macOS High Sierra (10.13.4)

It is shake to locate.

Go to System Preferences > Accessibility > Display and uncheck "Shake mouse pointer to locate".
