Macbook Air Running Slow

Hello. I'm trying to figure out what is wrong with my MacBook Air. It is a late 2010 model running High Sierra 10.13.4. It has a 1.6 GHz Intel Core 2 Duo processor with 4 GB 1067 MHz DDR3. It has started running extremely slow and is no longer usable. I checked the activity monitor and it appears that Kernel_task is using up most of the CPU. It does not have this issue in safe mode. I have tried resetting the PRAM and SMC. That made no difference. I tried reinstalling the operating system which didn't help either. Then I wiped the whole laptop and reinstalled the operating system again and the problem remains.

I ran a report on etrecheck and had to try running the report several times to get a full report. Every time I would try to use Etrecheck it would get stuck on "software check " and sit like that until I hit cancel. Finally, last night it was able to get me a full report which I'll post below:

Still does not seem like a complete report or formatted correctly. But judging by the amount of time it took to generate the report, I'd suspect a failing hard drive. Boot into Recovery Mode and choose Disk Utility > First Aid. Run it until it either reports no errors or reports the hard drive could not be fixed. Let us know.
