Mackeeper keeps popping up on my screen asking me to download it. I have to shut down to get rid of it. Can this be blocked?

Rubbish. You do not need this. They will try to get money from you for functions that are already native to your system. You will need to make some effort to get them off your back. Google search and read up on how to remove Mackeeper from your system.
