Have you contacted Apple support and asked them about this? They don’t disallow iMessage for business or marketing use so maybe there was just a mistake or glitch with your account? They even offer iMessage business chat features. Would be worth a call to them to find out, I’d think.

Consenting to a mailing list isn't the same as consenting to receive texts on one's cell phone. To prevent this from happening in the future, send emails.
It usually requires more than one recipient reporting it as spam to get you blocked.
In order to avoid this in the future, don't send out spam messages.

The form they filled out stated:
Would you like to be contacted through text and email about sales and offers? YES or NO
It does not specifically say “iMessage”

Well, that should cover you on the permissions end. However, it still won't stop people from reporting it as spam. Some people will do that. Is it very clear in the message how they can opt out of future messages? That might help.
