macOS The L2TP-VPN server did not respond

Hello everyone,

Here is my embarrassment:

1.Network Environment: The WiFi of my company

I have an IPSec VPN server, and the connection to VPN by my iPhone iOS11 (L2TP) goes well. But when I tried with the same settings on my macOS "L2TP over IPSec" VPN, it failed as my title shows. (the L2TP/IPSec mode on my android phone failed too).

User uploaded file

and my /private/var/log/ppp.log is :

Fri May 11 10:07:34 2018 : publish_entry SCDSet() failed: Success!

2.Network Env: The 4G mobile data of my phone + hotspot / The WiFi of my home from ISP

All my devices works well.

ppp.log shows the following log:

So,

What is the difference between L2TP on iOS, IPSec(shows "cisco" logo) on iOS and "L2TP over IPSec" on MacBook Pro Retina 2015 (macOS Sierra 10.12.6) ?

Is there anyway to solve the problem ( make the "L2TP over IPSec" work in my company )?
