Sent a 7 Plus in for repair and they couldn't repair so they sent me a new one. Now I try to back up to iCloud in iTunes and despite repeated manual attempts to back up it still says "Your iPhone has never been backed up to iCloud." It seems to be backing up, but I get the same message.
It appears to back up fine to "The computer," but I want to also back up to iCloud.
Any ideas?

There is no need to backup to iCloud while in iTunes if that is what you are trying to do. Eject your phone and quit iTunes. Then on your phone go to Settings>Your Username>iCloud>iCloud Backup>On>Backup now. See if it backs up.

Go to Settings > [your Apple ID] > iCloud > iCloud Backup.
Be certain it is "On". Then do a "Back up now."
“Settings” are on the iPhone, not the Mac.

I'm going to assume you mean settings on the iPhone. However, if you can't back up to iCloud in iTunes on the Mac, why is there a button that says "Manually Back Up and Restore?" Sorry, I'm a bit confused.
BTW, my iPad does the same thing — backs up on the computer, but not on iCloud.
So I was backing up my iPhone 8Plus to my Mac and I got the message that my iPhone has never been backed up to iCloud. I followed your instruction and under Back Up Now it informs me that the last successful backup was yesterday. So "Your iPhone has never been backed up to iCloud" was a lie. Thanks.
I have gotten the same message myself on more that a few occasions knowing full well that my iOS devices were successfully backing up to iCloud. I have always found iTunes to be flakey and somewhat unreliable, even though I do use it and I still backup to both iTunes and iCloud.
