Can’t answer the phone and it won’t stop ringing

Received a phone call on my iPhone X and I couldn’t answer it. It kept ringing. Trying to reset the phone didn’t work either. I had to go through settings; general; shut down, just to be able to shut the phone off from ringing. Anyone else have this issue?
