I have recently purchased 200GB on my iCloud so that I can backup all of my photos and videos (around 47GB). I enabled the iCloud Photo Library, however it only backed up half of the photos and videos. There is definitely enough space in the iCloud, and I am connected to wifi. I have tried turning the iCloud Photo Library off and back on again and there is no change. What else can I do?

iCloud Photo Library is a syncing service not a backup service and the initial upload can be very slow and takes place only when your device is powered and on wiFi ad for a Mac awake

There is a difference between backing up to icloud https://support.apple.com/en-us/HT207428 and syncing to icloud iCloud Photo Library - Apple Support .
You can't view what is backed up to icloud only what is synced.
Hi Larry, so it's not syncing at all. It uploaded a certain number of photos and completely stopped. It's not in progress at all, and has been connected overnight twice now. I don't have a mac.
I meant turning on photo library- syncing the photos to iCloud.
