Finder windows don't all come to front

My question is similar to what was discussed here: Finder Windows No Longer Come to Front but since that conversation is closed, I have to proceed with a new one.

Moving from an app to the desktop, it's getting pretty annoying clicking on one window and having only it pop to the front, then having to select Window>Bring all to front. From the above discussion, it seems it is possible to set Bring all to front as a default. Anyone know how to do this?
