Deleting local storage and data bases

To clear website data , generally the method used is click on finder and take cursor on top menu bar , click on clear history and clear all history and website data .It will delete all back history and what ever the user browsed ( in the form of cookies ) .

The main question is if I enter in user library > click on safari folder > there are two folders local storage and data bases .

Are these folder contents to be deleted and why .

Pease explain it .
