iTunes songs view is short on top

For a very long time, my itunes song sort view is very small on top, like you can read 2.5 lines of text of Genres Artists Albums and about thirty-plus lines of songs below.

This has been like this through countless upgrades so I don't know what to do. Countless times, I've hovered my mouse under the sorter on top for the double arrow to allow me to change the size of the sorter, but the cursor never changes. It is really a drawback to my favorite sort view on itunes.
