exclamation point & triangle on some pictures in photos

This only happens on my mid 2009 macbook pro. Some of my recent pictures show up in my thumbnails but when I try to open or edit them I get an exclamation point in a large triangle. The pictures are in my icloud.com account. I can see them and download them in a browser. These pictures present normally on two different imacs and my iphone.

I have tried repairing the photos library, restarting the computer from off, all with no fix.

what version of IOS do you have on the Phone? In the phone settings ==> photos do you have it set to transfer compatible photos to Macs and PCs? Most likely you do not and El Captain can not process HEIC photos so you have to have the correct settings or you have to upgrade to High Sierra which can process HEIC Photos
