In general, the Bonjour Sleep Proxy (part of macOS, and presumably also iOS and tvOS) handles DNS requests on a local network on behalf of another device that may be in sleep mode (low power mode), so not to wake that other device. That’s how it was meant; checking which network name goes with which device network address.

First thing to check would be which apps on the Apple TV are in the App Switcher (double-tap TV/Home button). If the apps behave well, only the active app should be doing anything, the others should be ‘frozen’. If the Home Screen (main menu) is active, then all other apps should be inactive. If you suspect a certain (not active/front-most) app may be responsible for the flood of entries in your log, then close that app (swipe up), then check if the log is quieter after that. Repeat until you find the offender.
