After you buy your movies from the iTunes Store and as long you follow Apples rules shouldn't you be able to keep that copy? I'm wondering because you paid it now Apple takes it back wouldn't that be stealing?

Yes, if you buy content from the iTunes Store, you can download the file and keep a copy permanently.
Needless to say, this does not apply to rental movies nor to Apple Music tracks.
