Apple ID locked for Security Reasons

Hi,

I am having trouble with my Apple ID, it is blocked for security reasons to be specific, and although I know the prescribed procedure to unblocking it, I have one major challenge. I have forgotten the answers to the security questions and my recovery email was deleted and is no longer recoverable nor functional. So, I am hoping to know if there's any fix that apple has for situations like this? Can you, for instance, change the recovery address to some other mail of the user's choice? Any help on this would be highly appreciated. Thank you.
