I've read other posts here about the same thing, with the "fix" being: close the app and restart your phone. I have a 6 plus and have done that now three times, and tried both swiping left and pressing "edit" and selecting the voicemails to delete, and they keep popping up. Can someone please tell me how to fix this before I trade this in for a galaxy.
Give this a try:
Open Control center: Swipe up from the bottom of your screen on the phone
Put your phone in Airplane Mode
Open the Phone App
Tap the Voicemail you want to delete
Delete the Voicemail
Open Control Center and turn off Airplane Mode
See if the Voicemail actually deleted

I tried this and it worked for some of the vm, but not two of them. What did work:
Close all apps
Turn off Wifi
Turn on Airplane Mode
Open the Phone App
Delete the vm
Close the Phone App
Turn off Airplane Mode
Turn on Wifi

Then I'd recommend calling your cellular carrier and voicemail is a carrier supplied feature.
I called Xfinity about my voicemails not deleting and we went through every fix listed here and they continued to pop back up after deleting.. I don’t believe it is a carrier issue. Eventually I shut the phone down, restarted then followed these instructions again.. they finally all deleted and I thought that was the end of it.. hah! today it started again with VM I had deleted weeks ago that reappeared so this time I did the airplne mode and deleted and it worked. We’ll see if it lasts.
I too encountered this problem on an iPhone 6. Tried the normal delete, and then, following advice on this thread, tried
the Airplane Mode approach. No go; voicemails failed to delete. On an on-line discussion of the problem one person
said it worked by going into Airplane Mode plus shutting off Wi-Fi access. This, finally, did the trick for me.

I'm glad to Holy Hannah it worked for you. You're the second person I provided this to today, that solved it for them. Why it solves it though is somewhat of a mystery to me. But hey, it worked and that's what matters.
I just had that happen as well, could not delete VM in the normal manner, thanks for figuring this one out.

I have tried this 27 times and it won't work. The voicemail refuses to be deleted.
