Mystery: why can't I turn on Messages in iCloud on 10.13.5 Mac?

I updated to MacOS 10.13.5 this morning but I don't see the option to turn on Messages in iCloud in the Messages preferences. I am looking in Messages > Preferences > Accounts and I have selected the only account, and it's set up using my Apple ID. I have Messages in iCloud set up on my phone and iPad, but the preferences pane on my MacBook Pro does not even show the option to turn on the feature.


Any tips?
