IOS 11 Safari and access to camera and microphone

I have seen two different answers to this questions...

Does Safari by default allows use of camera and microphone?

Does the setting "access to camera and microphone" needs to been white/ghosted or Green to PREVENT safari to access camera and microphone?

Camera in browser blocked on active phone call Since the latest update, it seems that the camera is blocked in safari on iOS, when you already have an active phone call. We're using a WebRTC based webtool which requires the camera in Safari, while having an active call and this was working until recently. Is there a reason for Apple to blocking this?

Full Page Safari Screen Capture iOS 15 So with iOS 14, I believe that’s when it started, we had the great feature of full page screen capture in Safari introduced. Now, in the past few months, I cannot access the feature. At one point (later versions of 14) this was fixed by enabling the option in experimental features but the option is no longer there. It just lists screen capture, not full page screen capture. Is there a way to turn this back on or has it just been taken away as if we were misbehaved children?

I would try the white/ghosted setting.
