Can you use Wallet on an old version of iOS?

Hi all,
I'm trying to add loyalty cards to my iPhone SE (supported) in the UK region (supported), but nothing works.
I've tried Costa, Stocard, and Ryanair, and nothing can add cards to my Wallet.
I'd LOVE to be able to use Apple Pay, but the + icon does not show in the app, and there is no Wallet section in the settings app.

I am currently on ios 11.1, and I have horrifically slow internet due to living in the middle of nowhere. Thus, i would rather not have to use up all of my bandwidth for a good day or two just to get a firmware update.

Can i still use Apple Pay, or even Wallet for that matter, on a slightly older iOS version?

iPhone SE, iOS 11.1.2

See this support document for help in setting up your Apple Pay. Set up Apple Pay - Apple Support

It should work on the older iOS, since it has been in place for a while. Make sure that you have met all of the requirements, including setting up a passcode, Touch ID, etc. Not all company reward cards can be added to Wallet, but to be able to make sure that you are at least getting the Add button, make sure everything is set up as indicated in the support document.

Thanks for getting back to me,
Yes, I've read through this a few times... I'm on a supported device with the region set correctly. I'm signed into Apple ID and iCloud, I have a passcode and Touch ID too...
Unfortunately, my phone is my only device with a fingerprint reader. Therefore, I can't set it up elsewhere first.

What's even more confusing is that I have used Wallet plenty of times before for flight boarding passes, it's just stopped working for some reason. I haven't restored my device, or changed anything to do with my Apple ID.

Any ideas?
