Why can’t I download free apps on my iPhone7?

I can’t download a new app only ones that I have deleted but want to download again.

• I click “GET” and

• A text bubble pops up that reads: “THERE IS A BILLING PROBLEM WITH A PREVIOUS PURCHASE“ so

• I click on “CONTINUE“

• I end up in my Account Settings> Payment Method.

• In this area is my Card Information which is empt and my Billing Name, my Billing Address. The only empty section is the card information ok so I don’t add any new information and I click “DONE” at the right top corner to exit.

• I’m taken back to the app I’m trying to download and it has me do my Touch ID again to verify that I want to download this app so I do the Touch ID and it says the same thing all over again?

The 'problem with a previous purchase' message implies that you owe iTunes money for your last purchase(s), until that is paid (e.g. by putting valid payment method on the account) you won't be able to download anything else : If your payment method is declined, or you have a billing issue with a previous purchase in the iTunes Store - Apple Support
