OS X El Capitan Recovery HD locked

i’ve looked at every post i could but i couldn’t find the one with my problem i’ve tried command alt R and nothing pops up and when i try to delete the disk it says the process failed so i ran first aid and in the second photo it says what’s wrong and i don’t know how to fix that

Do a backup, preferable 2 separate ones on 2 drives. Boot to the Recovery Volume (command - R on a restart or hold down the option/alt key during a restart and select Recovery Volume). Run Disk Utility/First Aid. Reformat the drive using Disk Utility/Erase Mac OS Extended (Journaled), then click the Option button and select GUID. Quit Disk Utility, then re-install the OS.

When you reboot, use Setup Assistant to restore your data.
