can't receive text from other iPhones

I suddenly can't receive text messages from other iPhones (maybe since the last system upgrade?). I send texts, and they go through fine, but when the other iPhone user responds, the message goes to my iPad Messages app or seems to disappear completely if they are not a contact on my iPad. Texts from other types of phones come through fine. I have iMessage turned off on my phone, and I have verified with a couple of the other iPhone users that they only have my cell number in my contact info, not my email address.

iPhone 6s, iOS 11.3.1

I had already gone to all of the generic help answers before asking the question.


I was finally able to figure it out on my own... the problem was with my ipad - apparently an ipad update had decided that I really didn't mean it when I selected only my email as the "send and receive". It added my phone number as a second "send and receive" so, when the ipad was connected via wifi, it received the texts that were supposed to be going to my phone. When I unselected (again!!) the phone number on my ipad, the texts started going to my phone again.
