This is not a chat, it is a user-to-user technical support forum. All questions here are answered by volunteer users. You will get an answer when another user thinks they might be able to help you. Additionally, you didn’t start with a new post; you tagged on to a 3 year old thread with 51 pages, that contains 750 posts before your posts. It is only by luck that I saw your post.
It isn’t clear whether you have a disabled phone or whether you have a disabled account, or both. So here are all of the possible answers:

WHY do you consistently post answers in threads that have already been answered? This particular thread has the CORRECT answer appearing over 100 times in the THREE YEAR OLD thread with 49 pages.
And on top of that all you do is copy and paste from existing Apple support articles, rather than just linking to the article. And this most recent response of yours isn’t even correct for this user’s specific situation! AND your post is right below one of the correct responses!
Asking someone who posted 3 years ago isn’t that effective in getting an answer. But the actual answer is on the same page your post appears on 4 times, including in the Apple Recommended post right below the post that you responded to.
So I cant get the pictures my now passed away mother took on her phone? I hope this isnt so because if it is I will never ever buy an Iphone again or any other appleproduct.
There is alot of important pictures from us together on this iphone. Its our last time together with my Mother.

There is only ONE solution. It has been posted well over 100 times in this thread.
Please take the time to read the thread that you just posted in. On the 52 pages of this thread, the answer has been provided at least once on each page. You will have no troubles finding it and follow those instructions to enable your phone.
Why not? Explain.
If you cannot get iTunes, and no one can explain how, then you will need to borrow a computer with iTunes, or go to the nearest Apple Store or Authorized Apple Service Provider to get assistance.
The answer has been provided multiple times here in this thread. Please read and you will find the answer at least once on each of the 56 pages of this thread. That will provide you with instructions on how to enable your disabled device.

Problem with joining thread from 2018 is that the Apple Recommended advice gets out of date.
For iOS15 onwards there should be an “Erase IPhone” button bottom right to erase the iphone without using a computer.

Look after your mom. Too late to advise a backup now and iCloud Photos and iCloud Backup are on by default so must have been manually turned off by a “well wisher” .
