If the phone is not disabled, but your Apple ID is, then see this, If your Apple ID is locked or disabled - Apple Support

Then restore it through your computer and then reload your most recent backup.

If your phone is disabled then it's too late for you to try to save data, this should be done on a regular basis not in time of crisis, your only option is to restore your phone using itues
The touch screen is not working on my iPhone 6. I know the password however my phone is now disabled, how can I save my data on my iPhone. Can I update it?
It seems bizarre that I can see the calls from people that are phoning me but I can't save my photos.
The iPhone is disabled, or your Apple ID has been disabled. Those are two different things. If the iPhone is disabled, you would not be able to get into the phone and into the App Store. And, the troubleshooting and answer would be different.
So, which is it?
