What exactly are you seeing on the screen?
Your issue is completely different from the original post.
If your account has been disabled in the App Store and iTunes, you have to contact Apple Support for help. See this link --> If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support

You want to disable it? Maybe it is disabled and you wish to enable it again so you can use it.
