How do I set Skype as my default to call, not Facebook?

I do not want to use Facebook to call businesses in Australia - I want to use Skype, but I get no other option when I click on a phone number in Chrome or Safari.

The previous answers to this question said:

Open Facetime > Preferences > Setting > Default to Call > [select desired app]

However when I get to Setting, there is no longer "Default to call", so what do we do now?
