I want to buy an individual song and download to my phone. I dont want a monthly subscription.

In the iTunes Store app on your phone, do you see something like the screenshot below?
"Start" will take you to Apple Music -- don't tap it -- but clicking on a price will take you to a purchase dialog.

OK, you are definitely seeing something different than I am, but apparently it is not giving you the purchase option.
Try the suggestion from rsclafani in this thread. Does that work for you?

There is no price. The price button is gone. If I click on the song it takes me to subscribe to Apple Music. I just want to buy individual songs.
No. The price button is gone
If I click on the song it takes me to a subscription screen. If I click “not now” there it kicks me back to the song screen. Endless loop.
Why can’t I buy individual songs from my phone like before?
