Safari Won't laucnch

Running a 13-inch late 2013 MacBook Pro on OS 10.9.5. Today trying to sign into my OWA with a DoD CAC, I quit Safari when it didn't recognize the CAC and pulled the CAC Reader out of the USB. Now it won't launch. It bounces once, a little window starts to open. Then it fails and gives me the message in the attachment (can send full text if needed but I caan't paste in here because it contains "unauthorized characters"). I have restarted, shut down and started again, started in safe mode, and deleted all the safari related cache files I could find. Would prefer not to reinstall OS (which means an upgrade to High Sierra) as I am traveling and don't have access to a backup possibility. Please help. Thanks.

You are welcome. In your normal account, try deleting the cache.db to see if that helps.

Go to Finder and select your user/home folder. With that Finder window as the front window, either select Finder/View/Show View options or go command - J. When the View options opens, check ’Show Library Folder’. That should make your user library folder visible in your user/home folder. Select Library/Caches/com.apple.Safari/Cache.db and move it to the trash.

If it still won't open, try running/posting the Etrecheck report.

Try setting up another admin user account to see if the same problem continues. Also try the Safe Mode.
