Photos says "Not connected to the Internet" but I am.

How are you connected to the internet?
iCloud Photo Library on High Sierra cannot sync over a cellular connection.
Use a wired Ethernet connection or Wi-Fi.
If you are connected by Wi-Fi but still are seeing this error, check, if any antivirus software or a VPN or other security software is enabled and disable them as a test.
Third-party security software can be intercepting the connection to Apple's servers.
