PDF as a Printer?

Hello, everyone!
I have been trying to find a solution of my problem. We are trying to migrate completely away from our Desktops (Mac minis). However, one of the issue we are having is that, unlike the printer options in the Mac, we cannot "Print to a PDF" when we need to convert to a PDF and file in our Cloud file cabinet.

We know about the "Share" thing, select printer then use 3D touch to go to a PDF. Really? Is that the best Apple can do??

Someone should be able to write a PDF Printer that would appear in the air printer list on iOS devices. Or has Apple put the kebash on that idea? I think it would be a wonderful addition to the OS, and make it easier for many people to switch. Just because it is iOS does not mean things should be harder - if anything, they should be easier.

Any ideas or comments, suggestions?? Thanks in advance!
