I can’t log out or exit from my guest account in highSierra. When I do, the Mac goes into a dark blue screen forever.

Yes, it is part of the system and you can only turn it on and off.
On the chance that there is a corrupt preferences file, try renewing the System Prefs .plist.
Hold down Option and click on Go in Finder task bar then, still holding down Option, open Library and open the Preferences folder. Look for com.apple.systempreferences.plist and move it to the desktop. Then reboot. Do this with Guest User off. A new .plist will be created.
You would have to reset all your system prefs, but if the problem persists you can move the old .plist back to the folder so your preferences will be restored.

Maybe a reinstall of High Sierra would do it. Back up everything first.
Did you run Disk Utility First Aid from the Recovery mode or the one on your hard disk? If the latter, try Recovery.

Under High Sierra, 10.13.5 it seems that the Users & Groups panel turns on/off the Guest User account. Doesn't allow for deletion.
As a test, I created a dummy Guest1 account, but with Admin privileges and created an identical set of folders under the Guest account as in the other accounts.
During login out of the Guest account, the computer when back to limbo. Needed to force a shutdown again.
When I logged to my other administrator account, i was able to see that the folder "Guest" was gone.
The screen below shows all users accounts.
The screen below shows the view of the Users (seen from my adm account). As you can see, there is no Guest User account. It seems that the Guest User account can only be turned off or on in the Users & Groups panels. And you can't delete it.

Removed the preferences file. Restarted. Created Guest User. Logged Out. Computer went to limbo again.
Re-installed the old preferences.
So the problem persisted.
