iPhone 8 running iOS 11.4. Have blocked a spam caller but the calls keep coming through, so blocking not working despite being listed as a blocked caller. Have rebooted phone several times but still doesn't work. Really irritating. Any suggestions?

It's highly likely you are getting calls from spoofed numbers, which look like the blocked number. Because they are spoofed, they may say they are coming from the number you blocked, but they are actually completely different numbers. I've had many of these and there is literally nothing you can do to block a spoofed number.
That's an option, but doesn't solve the fact that the call blocking option on the iPhone is not doing its job.
