I bought iCloud lock iPhone 6

Please help me im ***.i bought an iphone from ebay, the user had no idea how to restore it, so i did it. after that the device stucked on activation screen. he dont remember his icloud id and password, we tryied together to remove the icloud from the iphone but he remberered just some other id, so the originally in the ipad was not unlocked. he gave me the original invoice from that ipad. i heard, i can unlock it from apple directly, where should i send the invoice, what and where should i write? My English is weak and i use many apple devices i think you help to custermers this is my imei number *** Meid number *** iccid number *** model A 1586 emc 2816 please i try to unlock this at least 2 years please unlock this.thank you. I appreciates to unlock my i phone on understand my situation.this i phone seller is cheated for me.
