Iphoto stuck on 'Loading ...'

Lates IOs on phone and OS on Imac. Have several photos/videos to upload to Iphoto since last update and it has stopped around 1/4 through. If there's 50 items on the phone, Iphoto imported about 10 of them and thinks it's done. Rebooted all devices, unplugged/plugged phone back into Imac. Open Iphoto and it wants to load new photos but just stuck on 'Loading ....' for waaaay too long. EDIT: I just took a quick photo with my phone, plugged back in to Imac and fired up Iphoto. Sees that ONE photo and imports it but does not see the many other photos and vids from before that still reside on the phone that have not been downloaded.

It looks like iCloud Photo Library has become enabled on your iPhone. If iCloud Photo Library is on and optimize storage. you will get such random results when trying to import from the iPhone. Have you checked the Settings > Your Name > iCloud > Photos & Camera?

But why would only a portion of photos - taken during a vacation recently - have loaded into Iphoto and others have not/will not?

The "Optimize Storage" feature is doing this. Photos will remove original images from your iPhone, and keep them only in iCloud, if you are running out of storage on the iPhone. Photos that you recently used will stay, while others get removed. when you then try to download photos from the iPhone, the optimized photos will be missing. You will get random results. That is why I suspect that iCloud Photo Library may have become enabled.
