i have iphone 7 32gb mat black. i can make and receive calls but i cant hear anything and speaker button got greyed. i went to service. they said me, it's my fault because camera glass got cracked. if i want to fix it, i have to pay more than new iphone price.

You likely mean Youtube videos. Also, there is a recall on iphone 7 A1660 but it is concerning 'no service' issue. Or certain errors upon restore or update.

If your iphone has other damage like a cracked screen, they may charge an additional fee to fix that first. Then they will send it to Apple for replacement if it qualifies.
in my country (Türkiye) devices must be 2 years garantee. i am using it for one year so i have 1 year garantee. is there any announcement that apple made about this situation? if yes, how can i tell to the service in my country?
If the camera is cracked it certainly suggests a relatively severe external impact. This would be assessed as accidental damage not covered by warranty, and impact could also have initiated a failure on the circuit board, particularly soldering.
If your country has different warranty policies, those of course take priority.
