How to stop safari browsing data from syncing between iphone8+ and ipad6 please?

Hi there. I’m really sorry, I know this has been asked before but I’ve tried everything I could find! I must be missing something.

Whenever I use safari on my iPhone a wee phone shows up on the safari tab on my iPad. When I open it on the iPad it’s on the page I’m looking at on my phone. I’ve tried Settings>iCloud>Safari and toggled it to off on both devices. I then shut safari down on both of them, but it’s still happening when I open it up again. The same was happening with my iMessages but I got around that by turning them off on the iPad.

Is there any way of fixing this or would I need to sign one of the devices out of my iCloud altogether?
