How to turn off restrictions that stop me from opening Apple News on iPhone?

I accidentally deleted Apple News from my iPhone 7 Plus. When I tried to reinstall, App Store just shows OPEN button. When I click on OPEN button, I get a message saying "Restrictions Enabled - Certain apps, features , or services can't be seen or used when restrictions are on. T use this app, turn Restrictions off."


I have checked and do not see any Restrictions turned on.


How can I disable Restrictions?

Make sure the phone region is set to the United States. General>Language and Region>Region and choose United States. It worked for me. My region was set to Taiwan and after I switched I could see the Apple News app.
