My iPad scanned my photo library of about 1000 photos and only found two people. Why is this? The majority of photos are clear so they should be no problom finding the faces. Is they a way to rescan? Thank you!

My iPad scanned my photo library of about 1000 photos and only found two people.
Why do you think that?
Photos may have found many more faces of people, but it does not add all of them to People album, unless you request it. Initially, Photos will only add a few people to the People album, only for persons, where it found and recognized many photos with faces of the same person.
You can easily add more persons to the People album. See:

Add more people. On a photo of someone you want to add, swipe up to see a thumbnail of that person (below People). Tap the thumbnail, tap Add Name, then enter the name, or tap it in the list if you see it (names in the list are from your Contacts app). Tap Next, then tap Done.
