iphone storage lower than indicated

I just bought an IPhone SE 16g. My question is why, when I went into settings to check the specifics of the phone, the total capacity shows 11,9g and not the 16g I thought I was buying? I am 4 gb shirt of what I expected. And if this is normal, why isn’t that indicated? I expected to get 16gb, I calculated my needs and felt that 16 was good For my needs. what.s up, and does Apple address this problem. 25% of my expected capacity is missing.

Thanks for any help, help me to understand, and do I have any recourse?

Thqnk you for your response. Yes I can understand that the operating system etc. take up space, that’s normal. My gripe is that it is advertised as having 16g’ as if that is for my personal use. Why not just say 12g(in the case of 16g advertised)? Problem solved, then I would know what I am getting. When they say 16, or 32, 64, 128, whatever, it is not rue. And the smaller the capacity, the more of a percentage the OS takes up. A 16g phone, like mine, loses about 25% of advertised space, and I can only guess that a 32g loses 1/8 of advertised space.

I would simply like to have known before what I was really getting, it might have changed my calculation, in fact it would have.

But thanks for the answer and it makes me even more wary than I already am of business practices.

Why not report it that way? Because in the entire history of consumer computing devices nobody ever has or does that. They always report total storage available on the device, independent of operating system content (with hard drives, solid state storage, removable storage, floppy drives, etc).

How iOS and macOS report storage capacity - Apple Support

From release to release, Apple won't know ahead of time just how much space a base iOS installation takes anyway, so they'd be, at best, providing an approximate amount of user available storage space.

Thank for the link. Yes, as I said I do understand that the operating system plus their unwanted apps that are forced on me, like “watch” and ”stocks” etc. The entire history of something does not disempower us from questioning that thing, like the right of women to vite, the entire history said that’s just the way it is, but we questioned that. So the “the entire history of consumer computing devices” excuse is not good enough. And I find it hard to believe that they don’t have a less than ballpark idea of the amount of storage their needed iOS etc and mandatory unneeded apps will take up on my phone. I am not asking for precision down to Kb, but a kinda “more or less” idea, so that I am not surprised by storage that is 1/4 less than advertised. A reasonable figure with caveats is no, I think, impossible. Thanks

Gwen
