App store not downloading apps. Why?

My phone won't download any apps at all. UNLESS I do a reset on all settings of my phone. The app store would then work for a good 2-3 hours then would go back to not working at all. Apps just go in a circle, never even starts the "waiting" process. Updates do not show (just a blank page) when I am on the updates page in the app store. I basically can't download anything. When I try to download an app then go back to my home page, I don't even see the app "waiting" and when I get back to the app store, the circle is gone and the app says "get" again, which makes it seem like I never tried to download it at all

What's wrong?

- I have already tried doing a reset on the app store cache

- I have already logged in and out of my itunes account

- The same itunes account works on different devices.

- Network resets don't work. I really have to reset ALL SETTINGS

- Internet connection/speed IS NOT an issue

- Phone is updated to the latest version
