Hey, sorry that this has happened to you. Sounds like there's a hold on your account. Sometimes it'll be a subscription under your account and if the old card expired or the account doesn't exist anymore, Apple will charge the credit to your iCloud account. First, check if they're any subscriptions that are being held. Go to Settings - iCloud - iTunes & App Store - Click on your Apple ID - View Apple ID - Sign in - Subscriptions. You can also check under Purchase History to make sure they are no pending purchases. If so add a valid debit/credit card to resolve. If none of those are the case then contact Apple Support at 1-800-MY-APPLE (1-800-692-7753).
