Apple mail (imap) not showing USER folders

I ended up deleting and re-creating an email account (the real problem was comcast's network), and the result is that I no longer see any USER folders (sent, junk, trash, are fine). The subscription list is empty. If I use my email providers web interface I see my mail account as always with all of my folders. But Applle Mail will not show them and instead has all the messages in folders showing in the INBOX. Trying to create a new folder in Apple Mail does not give an error, but also does not create the folder (not visible in mail on via the web interface). I've tried numerous things but no luck. Most posts on this topic are about he junk, trash, or sent folders and those are fine (imap prefix is INBOX).

I am not sure what you mean. If create a folder in my email account, no matter how I do that, then any imap client should see that folder and allow you to subscribe to it, i.e. to show it. I can not create a folder from apple mail, nor does apple mail see a folder created via a different client (in this case the squirrelMail web interface).

comcast is just my internet provider, not the email provider. When I mentioned that the original problem was with comcast, that was that they were not properly routing to my email provider so I got timeouts when the site was not in fact down. But the has nothing to do with the mail folder issue (I likely should not have mentioned it in the first place).
