How do you disable a silent option once enabled?

For some reason I cannot turn off the silence while iPhone is locked option. It just has a blue check mark on the option and it will not turn off.

My phone will not make a sound when my phone is locked which then makes me not hear incoming calls and texts.

iPhone 7, iOS 11.4

The "When iPhone is locked" and "Always" options on the Settings > Do Not Disturb screen are only in effect when Do Not Disturb is turned on. Your only choice is to set it to "When iPhone is locked" or "Always" -- but it doesn't matter what it is set to if you have Do Not Disturb turned off.
