I have deleted everything except ibooks from my icloud account but is still showing full. Most of the storage is taken up by documents but I am unable to get a list of what documents these are.

Depending on the size of your backup and the amount of content you keep in iCloud, you might run out of free space. You can make room when you buy more iCloud storage or when you delete content.

Other people have posted similar problems and after contacting iCloud support, found it was a server problem. iCloud support reset everything. You may have to politely ask for a level 2 person.
You may have to try twice.
My Icloud storage is showing full but I have deleted everything and also deleted from recently deleted
