If I buy an Apple Watch from Argos or Pc world, can I then buy apple care direct from Apple ?

You mention U.K. stores, so I assume you are U.K. based. If you buy from an official reseller you should be able to contact Apple and purchase AppleCare+. Don’t get taken in by some of the resellers describing their in house insurance schemes as AppleCare, they are not real Apple cover and you should buy as you suggest from Apple.
