Open the photo, and tap on Edit. Then on the circle with the 3 dots inside at the bottom. Then tap on Markup.

In Markup, tap on the blue ➕ sign in the bottom right corner. Select "Text"

You can move the text box, and change its color, text size and font.

Tap on the textbox to bring up the ribbon, and tap on "Edit".

This will bring up the keyboard for you to type whatever you want the caption to say.
