Pages 7.1 in High Sierra, I SELECTED two words manually styled within an auto page created book. I click the TEXT menu, STYLE menu, Character Styles menu, but the PLUS is grayed out, REDEFINE FROM SELECTION is grayed out.
How do I get the PLUS to change from gray to black, and to turn on REDEFINE FROM SELECTION?

I have successfully created new Character Styles in Pages 7.1 with plain Helvetica text using just the Font styles: Italic, Bold or Underline.
From what you have told me, I am using everything you appear to be using but I am in Sierra.
Maybe somebody else can test Pages 7.1 in High Sierra.
And I say again, that your plus is active when you open that menu. Mine is not active it is grayed out. Is your plus active when you open that menu, or do you have to select NONE to get the plus to activate? I have said I have found no way to activate the plus from gray(inactive) to black(active) when I click on the Character Styles selector menu. What am I missing in this discussion? Sorry to be slow.
What are you missing? Details and hard examples.

I can not reproduce your problem, which does not say it does not exist, but I also can not endlessly guess exactly what you have done.

I have read, reread and rereread.
I have given you screenshots and details of what I have done to unsuccessfully repeat your results.
You missname things and alternately say it is one character and two words.
What does "auto page created book" mean? A template? Which template?
I asked you "Are you trying to apply a Character Style to a bullet in a List or some other such formatted text?" No answer.
I don't know whether you are doing this in regular body text, a List, in a Textbox or Shape, or whether any of that matters.
You are asking us to do a lot of guessing and work to fill in the gaps of what you have not said.
When you can't identify what you are looking at and we obviously can not see what you are looking at, what do you expect from us?

Blank book, that automatically produces pages when text is flowed.

I have no idea, because the text is styled JansonTxtBody from its paragraph style. I'd like to either make a new character style, or redefine the words as a new character style, then change the the two words back to none, and leave it as paragraph styled body text.
I do all this because I have no freaking way to PLUS a new character style (create new) with it grayed out.

The + is there because it is used. Perhaps this is the only place it does not apply.
But don't make me make excuses for Apple's User Interface decisions which have been bizarre and ignorant of its own standards for many years now.
All we can do as users is cope and work around Apple's bumblings.

So you don't know why my PLUS sign is gray, like I asked in my first question? Everybody else says their Character Style PLUS is black. I want to know how you activated it, as I asked in my first question?
Tried that yesterday. Yes, I can select underlined link, but the arrow beside it reveals a grayed out PLUS, and grayed out redefine from selection.
This is the blank book template. It won’t allow what you describe.
I still have no clue as to what or where this formatting of yours is.
I have tried it in standard WP document text, a Textbox and a Shape and always get an editable Character Style:
Yes, that is the exact menu I pull up after selecting a letter or word, but my X is gray, so no adding new style or redefinin. I’ll try reinstalling Pages. Thanks.
When you made your character style, was the PLUS symbol black? Mine was gray.
Or did you even use the PLUS symbol in character style menu?
As you see it in my screensnap, with the sample coming up as None in the Character Style list.
You can select and change the None to something more useful.
If I click on the + I get None 1, 2 etc

What is that None you have in your Character Style list?
That is your selected text. As I pointed out many posts ago.
