AppleCare Plus through Best Buy scam

I purchased an iPhone through Best Buy with AppleCare Plus in Dec 2016. I have been paying $8.61 a month (yes, I have since done the math). My daughter cracked the screen, I took it into the Geek Squad appointment and they said they couldn’t help me. I contacted Apple and they said they have no record of Best Buy ever purchasing AppleCare insurance from Apple and that I should try to get my money back from Best Buy. I have all the receipts showing purchase of the typical AppleCare Plus plan. It sounds like an insurance fraud scheme. Anyone else run into this? I’m thinking of forwarding it to Attorney General to see how many others have been scammed.
