Hi,

For what I know, 'ApplePushService' folder belongs to (former?) iCloud (somebody here has a better/more accurate info?). I haven't it on my Mac, so I'm unable to tell you what it is supposed to contain "normally", nor if some malware could have placed there some files you don't want in your System.

If you (really) want (at your own risks) to see what is inside, try to make of this folder (in Get Info) (⌘ I) a "shared folder". Then go to the bottom of same Get Info, in Sharing & Permissions, and click on the padlock (enter your admin password) to assign you full rights on this folder.

For the "weird police" problem (assuming you haven't erased something essential in your system) if you haven't restarted just after having cleaned your Mac, just restart... (reassure me, this problem exists only on the Dock, not also in your Finder? 😕)

(note: please update your profile with system configuration, macOS version, model of Mac, etc. in order people here can give you a tad less elusive answers).

Regards
